Most of that, they did by the phone. But many of the inhabitants of the five mobile home parks in the district don't have phones. So Steele and others went door-to-door, handing out brief income surveys. Of 100 or so surveys passed out three came back. The district tried again. But that second effort, since it was targeted only at the mobile home parks, invalidated the entire survey, the state Business Development Department said in 2010. It wasn't a "random sample." The district and the county are now trying to get a new survey together. Meanwhile, the pipes keep leaking.

A Journey to the Old West
The 21st annual Frontier
Heritage Fair wraps up at the Lane Events Center, 796 W. 13th Ave., from 9 a.m. to 4 p.m. today. It's all about the second half of the 19th century, including mountain men, the Civil War and the Old West. Artifacts and replicas of the era will be on display and for sale; there will be a kids activity corner and demonstrations of historic skills, including spinning, basketry, arrow making and a foot-powered wood lathe. Admission is $3; free for children 11 years old and younger.

Pedestrian struck on I-105 improves
Eugene police said Friday that a pedestrian who suffered what were believed to be life-threatening injuries when she was struck by a pickup while walking across Interstate 105 on Tuesday is now expected to survive.
Sylvia Rose Titus, 22, remains hospitalized, but her condition has improved, police said Friday. Titus was crossing the westbound lanes of I-105 on foot when a pickup struck her on Tuesday evening.
Both the pickup's driver, 26-year-old Harrisburg resident Shanel Marie Presley, and police officer Lori Barnes provided immediate first aid to Titus before medics arrived at the scene.
Police said in a news release that the first aid turned out to be “a key factor” in her survival.
Police said Presley is not expected to face criminal charges.
Man robs lottery cafe on Coburg Road
A man robbed a Eugene cafe and lottery parlor early this morning while wearing a tan handkerchief over his face, police said.
The robber approached a clerk at Bailey's Cafe at approximately 1:21 a.m. and handed her a demand note, police said.
The unidentified man obtained money, then left the business at 1680 Coburg Road.
The cafe had been robbed at least twice since November 2011.
Cottage Grove
One hospitalized after accident
One person suffered serious injuries Friday morning in a two-vehicle crash in Cottage Grove, South Lane County Fire and Rescue officials said.
Police and medics responded to the 7:30 a.m. wreck on North River Road at the Woodson Place Bridge and found two vehicles with heavy damage. Each car had a single occupant, officials said.
One person was extricated and taken to the trauma center at Sacred Heart Medical Center at RiverBend in Springfield, officials said. The second person involved refused medical care at the scene.
Cottage Grove police are investigating the crash, officials said.
Salem
Family of expelled student plans to sue
The family of a student expelled from a Salem high school for having a pocketknife has filed notice that it will sue the district.
The family of Robert Mann challenges the district's right to expel a student for having a pocketknife when it's legal to carry one outside the school. Mann was expelled from Sprague High School for the rest of the school year, but he can attend an alternative program.

Ocean access closed due to bad weather
PORTLAND — The Coast Guard has closed several bars to all vessels because of hazardous conditions.
The following bars were closed: Tillamook Bay, Depoe Bay, Siuslaw River, Coos Bay and Umpqua River.
The Coast Guard said Saturday it will evaluate the need for a closure frequently and plans to reopen the waterways as soon as the offshore weather improves and navigation is safe.
Eastern Oregon town gets postal hearing
LOSTINE — Post office representatives will be in the Eastern Oregon city of Lostine next week to meet with people concerned about losing service in a nationwide reorganization of the U.S. Postal Service.
The postal service recently sent a letter explaining that the city of 213 people will have reduced or discontinued service.
In the worst case scenario, residents would be forced to drive to Wallowa or Enterprise to get their mail.
Vicky Hook, the manager of the general store, says if that were to happen, people would do their shopping in those places and Lostine would be turned into a ghost town.
Mayor Krag Norton says even the best-case scenario, reduced hours, will be a burden on people with busy work schedules.
Google expands WiFi around The Dalles
THE DALLES — Google is spending another $50,000 to expand free Wi-Fi in The Dalles, where it has a large data center.
The company, which made the announcement Saturday, was the first of several large data centers now operating in Oregon.
The tax breaks that helped draw Google to The Dalles are worth more than $20 million annually, but the company's presence generates franchise fees that increase the city's general fund revenue by hundreds of thousands of dollars annually.
Google says the Wi-Fi project represents a shared commitment to making The Dalles a city of the future.
Contractor removes derelict 30-foot boat
COOS BAY — A Coos Bay contractor has removed a derelict 30-foot boat from Horsfall Beach.
The state Parks and Recreation Department reported that there is Japanese writing on the vessel, but it has yet to prove the boat is debris from the March 2011 tsunami.
Parks and Recreation Department spokesman Chris Havel said no pollution or hazardous materials were detected on the nonmotorized vessel.
Biologists took samples of marine life clinging to the vessel and sent them to the Oregon State University's Hatfield Marine Science Center in Newport for identification.
Docks, boats and other debris from the tsunami have been washing up on Northwest shores since last summer.
Earlier this month, workers pulled a 27-foot vessel from the sand at Gleneden Beach.

Levy asks for more than is needed
It's difficult to put a price tag on violent crime. Is the $15.9 million in new taxes for five years, which the Lane County commissioners have decided we should pay, more than the cost of the crime it would prevent?
The proposed levy would provide $120,455 per year for each of the 120 jail beds the county proposes to reopen. Given that the going rate for incarceration is about $30,000 per year, that must be one fancy institution!
The tax would also generate $1.45 million per year for youth services. On nine previous occasions “public safety” taxes were rejected, ostensibly because voters didn't trust Lane County government to use their money effectively.
If the commissioners believe that asking for four times as much as they need for each jail bed will improve that level of trust, I suspect they are in for a rude awakening.
As much as I would like to know that law enforcement has the ability to deal with real threats to our society, in a county whose residents don't even have access to a county library, I believe if we are to provide the $15.9 million annually — $10.9 million more than is needed — the money could be better used to prevent crime than simply to support incarceration. For example, how about providing a large dormitory facility for those who have been left homeless by the continuing economic crisis?

This really is a wonderful dish. And because you can prepare it in two steps, it's a convenient offering for a last-minute meal.
2 to 3 pounds fresh spinach
1/2 cup chopped yellow onion
1 clove garlic, pressed or finely minced
2 tablespoons butter or olive oil (or combination of both)
1 tablespoon flour
1 cup heavy cream
1/2 teaspoon salt (more or less to taste)
1/8 teaspoon white pepper
Pinch of nutmeg
Wash the spinach thoroughly in a large amount of water to remove the grit; trim away tough stems and withered or yellowed leaves.
